  ICANN(Internet Corporation Assigned Names and Numbers) published its Guidelines for the Implementation of Internationalized Domain Names (version 1.0) for Registry in contract with ICANN.
  
  JET(Joint Engineering Team) suggested the implementation of the Internationalized Domain Name Registration and Administration Guideline for Chinese, Japanese, and Korean to IETF.

Registration Policy

• 1) Hangeul.KR operates as the 2nd level (ex: Hangeul.kr)

• 1) Distribution of the Plug-In program

  Application vendors have not yet employed IETF IDN standards, therefore

  • KRNIC distributes a plug-in program to convert Hangeul domains to Punycode in order to accommodate name server query
  • KRNIC distributed VeriSign plug-in, which is distributed in Korea for Hangeul.com/net Rationale for distribution of the VeriSign plug-in
  • Since VeriSign plug-in is currently in widespread distribution, user need not install the plug-in program additionally
  • Both the Registry and the Users prefer a single plug-in program
  • KRNIC is not responsible for the upgrade and operation of the VeriSign plug-in program, therefore, KRNIC is not responsible for its expense

  The plug-in program will be used temporarily, until application vendors adopt IDN standards
